In the summer of 1845, George and Mary Hanna and their two children, and Mary's brother, John Melrose, arrived at the east bank of the Cedar River. Electing to cross the river to to the other side, the Hannas staked their claim and became the first settlers of "Prarie Rapids Crossing."  They were joined later that year by William Virden and his family. In 1846, Charles and America Mullan came to the area from Illinois. James Virden, William's brother, visited the area in 1846 and chose to settle here.

Over the next several years, the community continued growing slowly. The town was granted its first post office in 1851, and at that time came to be known as "Waterloo" instead of Prairie Rapids Crossing.  Waterloo's town plat was officially filed in 1854, and from that time on growth began to accelerate. In 1850 the whole of Black Hawk County had only 135 settlers. By 1860, the population of Waterloo was estimated at 1,200.

In 1859, the first bridge was erected across the Cedar. In 1861, the first passenger train came through Waterloo, and soon thereafter the trains were taking Black Hawk County men away to fight in the Civil War.  As the years passed, Waterloo became known as a progressive, prosperous town. Many businesses were founded, grew and flourished. Schools were established and colleges founded. Theaters were built and parks layed out.

In 1895, Louis Cass established the Waterloo Rapid Transit Company. The company ran streetcar routes through out the city. The Cass family gained fame state-wide in the decades to follow for their business accumen and technical innovations. Their transportation empire culminated with the Waterloo, Cedar Falls and Northern Railway.  By the early 1900s, Waterloo was known as "The Factory City of Iowa," home to companies such as Rath Packing, Litchfield Manufacturing and the Galloway Company.
